PURPOSE OF POSITION: Under general supervision, the Health, Fire, and Safety (HFS) Specialist is responsible for administering the Alaska Radar System (ARS) project’s Health, Fire, and Safety programs. The HFS Specialist will act as a technical resource to assist management in assuring compliance with Federal and State occupational safety, health, and fire standards, and promoting safety, health, and fire awareness and prevention throughout the ARS project. The HFS Specialist will serve as part of a multi-disciplinary team to identify hazardous conditions and practices, develop hazard control mechanisms, ensure machinery, equipment, and fire alarm and suppression systems meet applicable safety regulations, measure and control hazardous levels and substances, and maintain records and reports of occupational injuries and illnesses. The HFS Specialist will prepare and conduct training in topics relating to safety, health, and fire science, and investigate personal and industrial accidents.

 PRIMARY RESPONSIBILITIES: Conduct annual and special occupational safety and health inspections at all ARS sites to identify potential safety and health hazards that are present at specific locations or apply to specific job classifications; and evaluate use of written instructions; receive, review, and investigate Occupational Safety and Health Administration (OSHA) reports of violations, validate references in the citations, verify the accuracy of findings, determine if hazards or code violations constitute imminent danger to employees or property, and recommend the appropriate course of action to the ARCTEC Alaska Project Support Manager; ensure annual and special technical inspections of each site’s fire alarm and suppression system are completed; provide technical assistance to site staffs on all fire prevention and protection matters. Evaluate the status and overall effectiveness of each site’s fire prevention and protection program; inspect all fire extinguishers annually and as required, establish maintenance, replacement, or recharging schedules; maintain historical records of fire suppression systems; inspect personal protective equipment (PPE) according to prescribed schedules to ensure it’s available and in good working condition, and used as required, conduct respirator fit tests as necessary; perform industrial safety and hygiene evaluations relating to noise, heating and ventilation, biological and chemical hazards, and stress-related tasks, research and evaluate PPE and recommend corrective actions to management; identify any unsafe acts or conditions, and develop and establish suitable corrective measures to manage the risks associated with personal injuries and property damage; conduct annual and special inspections of each site’s first aid and trauma materials, and correct as necessary; provide training to site and Project Headquarters (PHQ) employees in emergency action plans, disaster preparedness, fire prevention and suppression, and the company medical response system; provide initial and recurring training in First Aid, Cardiopulmonary Resuscitation (CPR), Automated Electronic Defibrillator (AED), and Bloodborne Pathogens to site and PHQ employees; provide Human Resources with records of employee training.

CORE QUALIFICATIONS: Associates degree or an equivalent number of college level course hours in occupational health and safety, fire science, or a related field such as biology, chemistry or engineering and a minimum of three (3) years’ experience in occupational health and safety or fire prevention, Bachelor’s degree preferred; Substitute five (5) years’ experience in occupational health and safety, fire science and engineering, or building inspection, up to two (2) years of college level courses in occupational health and safety or fire sciences may be substituted year-for-year for the experience requirement; ability to acquire Occupational Health and Safety Technologist (OHST) certification in accordance with the criteria set forth by the Board of Certified Safety Professionals and American Board of Industrial Hygiene within first year of start of employment, individual is responsible for initial costs associated with obtaining OHST certification. Current certification preferred; ability to acquire National Institute for Certification in Engineering Technologies (NICET) Technician Level II certification in Fire Protection in the following sub-areas: Fire Alarm Systems, Special Hazards Suppression Systems, and Inspection and Testing of Water Based Systems within first year of start of employment,. Individual is responsible for initial costs associated with obtaining NICET certification. Current certification preferred; demonstrated knowledge and practical application of NFPA codes; certification and experience as a trainer in wilderness First Aid/CPR and AED; current HAZWOPER certification at the Hazardous Materials Specialist level (29 CFR 1910.120 (q)(5)(iv)); ability to make independent decisions and act as the on-scene incident commander during disasters and emergency responses; demonstrated experience in developing and providing instruction in occupational health and safety, fire science, or building inspection; demonstrated experience inspecting facilities and identifying and mitigating job site hazards in remote arctic environments; proficiency in using computerized office automation to develop reports, presentation materials, charts, graphs, and other management tools relating to occupational health, safety, and fire science. Proficiency must be in the Microsoft Office Suite (Word, Excel, Power point, and Access); proficiency in speaking and writing in the English language to effectively conduct business with industry and Government, including oral presentations and written publications; ability to represent the Company in a professional manner; ability to effectively coordinate schedules and collaborate on joint activities in a multi- disciplinary team environment; ability to work under pressure and manage multiple priorities in a volatile and diverse environment. Must be able to think and act quickly and effectively in emergencies; ability to travel individually or in a group to remote sites throughout Alaska. Must be able to travel in small aircraft and must be prepared to remain overnight in small villages in substandard accommodations. Must be able to travel approximately 50% of position time; effective problem-solving and interpersonal skills to interact with co-workers and customer representatives; strong organizational skills and the ability to work independently; ability to obtain a SECRET security clearance; valid driver’s license.

SECONDARY QUALIFICATIONS: Current HAZMAT certification at the certifier level. Must be able to certify HAZMAT for shipment to and from the remote sites (49 CFR 172.704).
